REAL Estate in Cebu to See Continued Growth in 2012

REAL estate players see continued growth in the industry with the government’s Public-Private-Partnership projects taking off this year.

Filinvest Land Inc. (FLI) AVP area sales head Boler Binamira Jr. said the implementation of the PPP projects will open more business and job opportunities for the sector.

“2012 is another year to reckon with the government spending on infrastructure. This is another indicator for a continued upward growth in real estate,” Binamira said during the Real Estate Economic Forum organized by Realty Options Inc. last Saturday.

He said industry analysts predict a continued growth in the sector over the next 13 years. Although, the projection is a “conservative analysis,” Binamira said it is based on the demand “of the whole spectrum of the industry.”

The Department of Budget and Management allocated P19.6 billion for Aquino’s PPP programs this year for road, airport and transport developments in Cebu.

In his presentation, Binamira noted that the improving fiscal and economic conditions, rapid increase of dollar remittances and sustained growth of the information
technology (IT) service are among the reasons national players in the sector, such as FLI, Ayala Land, and SM Development Corp. are investing in the real estate industry.

In terms of remittances, Binamira said 30 percent of the total overseas remittances goes to the real estate industry or approximately P600 billion in investments per year.

“This is why (developers) are racing against time to get a chunk of this big market,”
he said.

The Bangko Sentral ng Pilipinas recorded $18.8 billion in overseas remittances in 2011, excluding the money sent home through informal channels.

Binamira said education and home acquisition are the top two priorities of overseas Filipino workers (OFWs) when it comes to remittance spending.

He said the growing middle class market is another factor that also drives developers to continue building homes. Binamira cited the growing number of OFWs belonging to the higher income brackets.

“Aside from the domestic helpers, the country also sends a lot of nurses, IT professionals, architects and engineers into the different parts of the world,” he said.

He said this also explains the sustained growth of the remittances despite conflicts in other countries.

The optimism in the real estate industry is also because of the huge housing backlog. The Housing and Urban Development Coordinating Council recorded a 4.2 million
shortfall in housing last year.

“If you were to spread the housing backlog, then we see a housing boom for the next five or so years on top of the new demand every year,” Binamira said.

He said much of the demand is for affordable, socialized and middle-income housing.

“We have around 70 percent target market now. This figure will also explain why national players have diversified their housing products,” he said.

Binamira said the South Road Property (SRP) development is an important driver of real estate growth in Cebu.

“The SRP development is an important indicator that will propel growth of gross domestic product, migration and employment. It will help catalyze the growth in Cebu, similar to Macau and Singapore,” Binamira said.

He said there were 73 high-rise buildings in Cebu as of last July. Of the number, 55 are already completed while 18 are still under construction.

Cebu will have 88 high-rise buildings by 2015, he said. The number does not include the 11 high-rise buildings to be put up in Mactan Island.

WCIP MANGROVE PLANTING MARKS WORLD WETLANDS DAY

Ten thousand more mangrove propagules were planted in the flourishing mangrove sanctuary at the West Cebu Industrial Park as the Cebu Industrial Park Developers, Inc. (CIPDI) spearheaded the observance of World Wetlands Day on February 4.World Wetlands Day is observed on February 2 to mark the adoption of the Convention on Wetlands in Ramsar, Iran on the same date in 1971. It is celebrated to raise awareness about the importance of the wetlands as life-giving resources.

HABITAT RESTORATION: The West Cebu Industrial Park in Balamban, Cebu hosts thousands of mangroves and indigenous terrestrial tree species.  Volunteers have been inspired to continue regeneration efforts with the high survival rating of the trees that have been planted at the site over the past four years.CIPDI’s mangrove reserve is an expansive twelve hectares on the west coast of Cebu. The area has been repopulated with various mangrove species since 2008.

This year, CIPDI gathered 115 volunteers to plant the native species ‘bakhaw’ in a show of advocacy for environmental protection.Employees of CIPDI and its locators, as well as local government officials and organizations participated in the 2012 mangrove rehabilitation effort, bringing the total number of propagules planted in the area to 33,000.

Winmundo Charcos, CIPDI’s Assistant Manager for Operations shares that the volunteer effort has been successful.  He says, “We got an 88% survival rate for the 11,000 propagules planted last year.”Arpili Barangay Chairman Primo Paulin, one of the volunteers, notes the changes in the local population’s attitude towards the mangrove areas and other surrounding habitats, recalling that before the mangrove rehabilitation activities bird hunting was rampant and garbage littered the place. “Life has gradually returned to the shores since the first mangrove seedlings were planted,” Paulin adds.Charcos agrees saying, “The thriving mangrove sanctuary is truly nurturing communities as we are observing a spectacular increase in the population of indigenous bird species and, possibly migratory species, too, as they have been sighted here again after many months of absence.” A meaningful collaboration between the local government unit, volunteers and CIPDI” is a key factor in making the project a success, Charcos explains.

Federal Land eyes resort in Mactan

CEBU CITY — Federal Land Inc., the property development arm of the Metrobank Group, is interested to develop a resort facility in Mactan Island through a joint venture to complement its business hotel in Cebu City, the Marco Polo Plaza Cebu.

Officials said the company is currently in talks with two Cebuano families for prospective locations in Mactan. ”We are still on the exploratory stage. Apart from seeing growth in our apartment buildings and hotels, we are open to opportunities of building a resort facility here,” Metrobank chairman and group vice chairman Antonio Abacan Jr. said. Abacan said the development of the resort hotel will complement Marco Polo Plaza Cebu, whose core market is the corporate segment.

He said they want to tap Cebu’s growing leisure market. ”There are two properties being offered. One is a 12-hectare property,” he said. Abacan, however, declined to disclose more details of the negotiations.

Federal Land, which operates Marco Polo Hotel in Cebu, diversified its portfolio to include development of condominiums.

According to its website, the firm launched the P5-billion high rise project “The Residences” in Nivel Hills. The Residences is the first of the five-tower residential project beside Marco Polo Plaza Cebu.

Metrobank vice chairman Francis Sebastian said the first tower of The Residences, which has 250 units, is already sold out.

With the quick sales take-up, Sebastian said they are already working on the second tower, which also has 250 units. He said the company will continue the development of the 10-hectare property but will be cautious in the market. ”We are still on the planning stage but we are slowly putting in place our projects here,” he said. Sebastian said the company will focus on strengthening the position of the Marco Polo Hotel in the hospitality industry.

Cebu Landmaster set aside 3 Billion for 3 ventures

HOMEGROWN developer Cebu Landmasters Inc. is earmarking P3 billion for capital expenditures starting this year, for the development of three residential projects in Cebu under a joint venture with RDAK Transport Equipment Inc.Cebu Landmasters Inc. president and chief executive officer Jose Soberano III said the programmed capex will stretch until 2014.

The company broke ground last Saturday on its first residential project, Midori Plains, in partnership with RDAK.

The project, which sits on eight hectares in Tungkop, Minglanilla, will house an initial 387 residential units with prices ranging from P1.6 million to P3.2 million.

Average lot area is 120 square meters.Midori in Japanese term means “green.” Soberano described the project as an Asian-inspired, Zen-living development.

“The partnership of this project came in when I learned that RDAK and Cebu Landmasters are both eyeing the same property in Minglanilla. So we decided to work on the project together rather than compete with each other,” Soberano said, adding that this project is RDAK’s first venture in Cebu’s thriving real estate industry.

Branching out RDAK’s core business is in the transportation and heavy equipment industry, which includes manufacturing and selling of several types of heavy, light and medium transport vehicles.

Ricarido Delfin Abellana King, founder and owner of RDAK Transport Equipment Inc., said their venture into property development signifies their optimism and confidence in Cebu’s real estate industry. The two companies will pour in P500 million to develop Midori Plains, which will have nine house designs intended for the middle-class market. The firm also allotted some 50 lot-only units.

Midori Plains land development is expected to be completed within one year.

Among the amenities are Club Chi, which features a swimming pool, open-air pool cabanas, function hall and entertainment rooms; and a gazebo.

Aside from Midori Plains, Cebu Landmasters and RDAK are also set to develop two condominium buildings on A.S. Fortuna in Banilad and on Salinas Ext. in Cebu City. According to Soberano, the A.S Fortuna project will have two 12-storey condominium buildings with 198 units each. This condo project is being pitched to the middle-class market, such as young professionals, with unit prices ranging from P1.3 million to P1.6 million.

The Salinas project, on the other hand, will have seven mid-rise condominium buildings with a total of 1,200 condo units. This project is programmed for a three-year development.

According to Soberano, the low interest rate, strong domestic liquidity, huge housing backlog and strong inflows of remittances prompted them to be aggressive in building property projects in Cebu. Familiarity Cebu, he said, has always been a hub for work and education.

He added local players like him are not threatened by the coming of big players in Cebu, as the province records a huge housing backlog.

“They may have dominance in certain markets but local developers here have a good head start in the real estate environment because of our familiarity with local conditions,” he said.

His company, for instance, is eyeing the middle market who can afford to acquire houses with prices ranging from P1.5 million to P3 million.

Cebu Landmasters’ first residential project is San Jose Maria Village in Balamban in 2003. Since then, he brought the brand to different areas such as Minglanilla in 2007, Toledo in 2009, and Talisay in 2010.

The company made its first foray into vertical development with the 17-storey high-rise condominium project called Asia Premier Residences at the Cebu I.T. Park (formerly Asiatown I.T. Park). This was followed by the construction of the 18-storey residential condo the Baseline Residences along Juana Osmeña St. last year. Soberano said there are more residential subdivisions being eyed by the firm in Tagbilaran, Cagayan de Oro, and Ilo-ilo cities, as part of their positioning to become a significant community developer in the Visayas and Mindanao.

The quake, which has a depth of 33km, struck the area at 11:49 am. Its epicenter was recorded off 72 km (44 miles) N of Dumaguete, Negros Oriental, Philippines.

Update: Phivolcs reported the tectonic quake as magnitude 6.9.

ALL GREEN TO GO FOR CALYX CENTRE

As Cebu holds its collective breath for its first truly green hybrid building, the pressure is on for Calyx Centre to deliver. As of the start of this month, the construction has consistently done just that: delivered on its deadlines ahead of schedule.

“Concreting works is proceeding at an average two and a half floors per month,” says Engr. Ed Hitosis, Project Manager and consultant to Innobuild, the construction arm if Innoland. “At this rate, the topping off of the podium, where the amenities level is, will be by April 30.”

As of this writing, parking floors from the 2nd to 6th levels have been concreted, the ground floor for the commercial area stripped and cleared in preparation for masonry works, and all ramps leading to the parking and basement floors have been completed.

Even at this stage, Innobuild ensures that the tenets of Green Living it adheres to are upheld. “We use 100% recyclable materials for the construction stage.” Aluminum instead of single-use wooden forms are utilized, and even the pouring of concrete is accomplished in a way that the need for tapping is eliminated, fast tracking the finishing process. This saves energy, effectively minimizes waste production, and pushes the completion schedule even further forward.

“Worker welfare is also a major consideration for us,” adds Engr. Ed Hitosis. “Sanitation is in place for them, and even their barracks are structured so density is live-able.” A canteen is also organized that disposal of waste is proper, and a safety officer is always on duty.

Hitosis, whose firm E.R. Hitosis & Associates is responsible for the Manila Ocean Park, among other notable projects, concludes this about Innobuild. “For a local contractor to invest in these measures is extraordinary.”

Masonry works, which began March 15, 45 days ahead of original schedule, now leaves the month of May free for the early start of concreting on the residential floors and the start of finishing works for the completed levels.

The Calyx Centre has a considerable way to go with 17.95% completion. By the end of December this year, finishing of parking and office floors will be completed, as well as the concreting works of the entire building itself. Moreover, the green aesthetics will come to the fore as finishing of both the residential floors and the 10th floor amenities level will commence by the same month. As it proceeds towards topping off by end of December 2011, 2.04% ahead of schedule, Calyx Centre is all Green to Go.
